Horizon Signal Fix For Stellaris

Fixes Ring Worlds turning into Tomb worlds. Added a new planet class of type ringworld, which has the same habitabilty as tomb worlds.

Sets habitable sections to the new planet class, and sets all other sections to damaged variations.

Managed to change the mod to not overwrite core game files. However, the following core techs, events and habitability traits from core files are overwritten:
tech_tomb_world_adaption – from 00_soc_tech.txt
trait_pc_nuked_preference – from 00_habitability_traits.txt
akx.10020 – event from horizonsignal_events.txt
